Licensed Professional Mental Health Counselor (Program Coordinator)

Major Duties include, but are not limited to:
Orientation and training, ongoing use of data for purposes of program improvement and staff education, training, and development. Guaranteeing all HUD-VASH case management staff members have training in Critical Time Intervention (CTI), Assertive Community Treatment (ACT), Motivational Interviewing (MI), Housing First, Low-Demand Model of Care, and other clinical approaches relevant to the population. Establishing internal working partnerships to reduce barriers and silos across all homeless and VA medical facility programs to ensure a seamless transition between providers for Veterans served in HUD-VASH. Engaging in community outreach and developing community partnerships, particularly with the local Homeless Community of Care. Coordinating with the local PHA to provide streamlined and timely processes for HUD-VASH voucher utilization. Providing programmatic direction to all staff assigned to HUD-VASH, including case manager, program support, and associated providers. Establishing and maintaining a process for referral, evaluation, and admission to HUD-VASH to ensure that the most vulnerable Veterans are prioritized. Performing a review of the program process to improve efficiency and further refine the rapid housing process at least annually. Ensuring the implementation of Housing First principles consistently across all HUD-VASH teams. Establishing huddles, clinical case reviews, and staff meetings with assignments for follow-up action. Providing case consultation, especially around high-risk situations. Conducting appropriate program audit. Managing a caseload and providing direct client care to Veterans in the HUD-VASH program through routine home visits. Providing mental health, substance abuse and crisis intervention services to promote stable housing and enhance Veteran's quality of life. Completing and updating psychosocial assessments and treatment plans based on clinical needs and Veteran's identified goals. Work Schedule:

Hold a master's or doctoral degree in:
Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. Licensure:
Persons hired or reassigned to LPMHC positions in the GS-101 series in VHA must hold a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. English Language Proficiency:
LPMHC must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below:
1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. References:

This position is primarily sedentary, but some work is performed in community spaces, including but not limited to various shelters, soup kitchens, churches and public and private agencies where the working conditions are not overseen by the VA. Light lifting and operation of a motor vehicle is required.
