Health System Specialist

Duties of this position include, but are not limited to, the following:
Provides staff assistance in any area under the direction of the Director. Analyzes, evaluates, advises and coordinates health care delivery system operations. Provides recommendations, advice, and development of pertinent facts based on his/her specialized knowledge of the basic principles and practices related to the management of a health care facility. Formulates recommendations for administrative and general management decisions; reviews and interprets directives, memorandums, program initiatives, clinical and administrative inventories, and translates them into sound management practice, organizational goals, and operational effectiveness. Provides planning and implementation of programs for the healthcare facility and for Care in the Community/Integrated Care. Coordinates with leaser to ensure leased property is kept safe and in compliance with Veteran and employee safety, Commission on Accreditation of Rehabilitation Facilities (CARF), and The Joint Commission standards. Develops policies, procedures, action plans and other activities to have the VA BHHCS comply with VA Central Office, VISN 23, The Joint Commission, and other regulatory agencies. Serves on major management committees and special task forces as assigned, addressing issues on resource utilization, budget, internal controls, and other operational areas. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement:
The Health System Specialist series, 0671, has an Individual Occupational Requirement that must be met. You must have undergraduate and graduate education with a major study in:
hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration ORexperience progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience would typically include performing at least three of the following tasks:
collecting, analyzing and interpreting a wide variety of data and reporting results; using software to perform data analysis; leading communities and/or other groups in coordinating work efforts; interpreting and developing standards, policies, and/or regulations; maintaining budget and/or staffing plans in a health care system. Work is primarily sedentary. No special physical qualifications are required to perform the work. The work requires the ability to move about the office, the CBOC and the health care system and carry light objects. Work requires daily use of personal computer. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
