TRAFFIC MANAGEMENT SPECIALIST (Title 32)

As a Traffic Management Specialist, GS-2130-09, you will:
This position is located in the United States Property and Fiscal Office (USPFO). The purpose of the position is to:
Plan, manage and direct the daily Commercial Traffic Management Program for both equipment and passenger movements; develop traffic management programs for both peacetime and wartime; provide technical traffic management advisory services; establish operating requirements; and formulate local commercial traffic management policies. Incumbent may be appointed as the Container Management Officer and as the Assistant Contracting Officer Representative (ACOR). NATIONAL GUARD MEMBERSHIP IS REQUIRED:
This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS:

ECMF 91; EMOS 25B, 36B, 51C, 88M, 88N, 89A, 89B, 92A, 92F, 92G, 92Y. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. GENERAL
Experience:
Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED
Experience:
Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Knowledge, Skill, and Abilities (KSAs):

- Knowledge of financial/budgetary requirements sufficient to perform monthly reconciliation of all charges associated with commercial air travel. - Skill to apply applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. - Skill to prepare reports and recommendations involving appeals, special permits, adjustments in rates and charges. - Skill to identify, analyze and resolve transportation issues or problems.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
