GS-11:
To qualify at the GS-11 level you must have one year of specialized experience at or equivalent to the GS-9 grade level performing at least 3 of the following:
1) Conducting research of the USC, CFR, Agency and OPM policies to resolve complex technical HR issues; 2) Classifying positions using classification principles, practices, and guidance; 3) Posting vacancy announcements, reviewing applications for eligibility and qualification determinations, and issuing certificates; and 4) Reviewing personnel actions. OR Education:
3 full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study OR A combination of specialized experience and education that totals 100% of the experience requirement. GS-12:
To qualify at the GS-12 level you must have one year of specialized experience at or equivalent to the GS-11 grade level performing ALL of the following:
1) Conducting research of the USC, CFR, Agency and OPM policies to resolve complex technical HR issues; 2) Classifying positions using classification principles, practices, and guidance; 3) Performing job analysis, posting vacancy announcements, reviewing applications for eligibility and qualification determinations, and issuing certificates; and 4) Reviewing personnel actions. GS-13:
To qualify at the GS-13 level, you must have one year of specialized experience at or equivalent to the GS-12 grade level performing ALL of the following:
1) Conducting research of the USC, CFR, Agency and OPM policies to resolve complex technical HR issues; 2) Serving as a consultant and expert to leadership regarding complex/controversial staffing matters; 3) Providing advisory services regarding position management issues related to restructuring and re-organizations; 4) Classifying positions using classification principles, practices, and guidance; 5) Performing job analysis, posting vacancy announcements, reviewing applications for eligibility and qualification determinations, and issuing certificates; and 6) Reviewing personnel actions. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
